The homeless crisis in Portland, Oregon, is being exacerbated by the city's approach to homelessness, according to drug counselor Kevin Dahlgren. Dahlgren, who has 27 years of experience in social services, said the city was taking a "Band-Aid" approach by incentivizing people to sleep on the streets, and argued that activists who are allowed to set up empty tents on the street are not helping.
While only 3% of Portland's unhoused population is in housing or shelters or jail or a nursing facility, the city's older homeless population continues to grow, according to Fox Business' Kennedy.
